What is the General Plan?

General Plans are required by the state. The San Luis Obispo County General Plan expresses the County's development goals and embodies public policy relative to the distribution of future land uses. It identifies County's land use, circulation, environmental, economic, and social goals and policies as they relate to land use and development. It provides a basis for local government decision making and informs citizens, developers, and decision-makers of the ground rules that guide development within the county.

The above figure provides you with a brief layout of the San Luis Obispo County's General Plan; highlighting the documents that influence Avila. Through Envision Avila, a comprehensive Community Plan will be created that combine elements from the four highlighted documents. A printable version of the figure can be found here. 

What is a Community Plan?

Community Plans manage what exists now and what may exist in the future guiding land use decisions for the next 20 years. The intent of this update is to create a comprehensive document that provides all relevant information on the community within the Avila Urban Reserve Line (URL). Staff will be looking at all policies, programs, and standards that affect the land within the URL in the following four documents: San Luis Obispo Inland Area Plan, Avila Community Plan (Inland), San Luis Bay Area Plan (Coastal), and the Avila Beach Specific Plan.

The document will be one physical document but when it comes to policies, programs, and standards will be internally separated into inland and coastal sections.

How long will the Avila Community Plan take?
The Community Plan Update has been in progress with some delays since 2016 and is estimated to be completed towards the end of 2021. This timeline serves as a guide and is subject to change. ​​
